This is not a meaningless surrogate key. It is assigned by MASCOT administrators and is known across Canada as a GCM_NO. In Alberta it is called an ACM_NO.

Under the MASCOT system, new markers shall now be stamped with the Geodetic Control Monument (GCM) number instead of the old CSDB Identifier based on the year of installation. It is important to note that tablet markings are not unique in the field for historical reasons. As attribute data, tablet markings (in the database) may change through reports from the field or otherwise (e.g. data entry mistake). A special value of "NO MARKING" is used if a marker is known to be unmarked.
